It sounds like you report to a controlling manager who is a little out of control. His behavior may point to some insecurities rattling around deep in his personality, and he may be overcompensating for them by forcing everyone to do everything his way. Although you are not going to be able to change his personality per se, you may be able to have an impact on his behavior.
You and some of your associates should meet with him between assignments to discuss how you would like to handle the next project. You can tell him that you appreciate his thorough guidance, but you are all at the point where something more abbreviated will work even better.
Then let him see what's in it for him. The benefit is simple: when everyone spends less time in the explanation phase of the project, and the project still meets the stipulated standards and objectives, productivity has increased. For any rational manager, that is a good thing. If he starts to squirm, you can suggest that he give the abbreviated approach a try on just the next project.
If he agrees to any of this, the ball will then be in your court. For a little extra motivation, just think about what he will say if you drop it.
